The Government of Jammu and Kashmir has issued a tentative seniority list for the Junior Scale members of the Jammu and Kashmir Administrative Service (JKAS) as of October 1, 2024. This list is outlined in Government Order No. 1779-JK(GAD) of 2024, dated October 16, 2024.
  1. Background

    • The previous seniority list was established under Government Order No. 429-JK(GAD) of 2023 on April 5, 2023, and was marked as provisional, contingent upon the successful completion of probation for certain officers from various batches including 2011, 2012-1, 2012-11, 2013, 2015, 2018, 2019, and 2020.
    • Changes in the administrative service necessitated the creation of an updated seniority list, which now includes officers from the 2011, 2012-I & II, 2013, 2015, 2018, 2019, 2020, 2023, and 2024 batches.

    Key Provisions

    • The seniority list has been prepared in accordance with Rule 24 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, and Rule 18 of the Jammu and Kashmir Administrative Service Rules, 2008.
    • Officers marked with an asterisk (*) in the list have provisional seniority due to incomplete probation requirements, such as not passing departmental examinations or lacking necessary clearances.

    Representation and Verification

    • Officers who believe their position in the seniority list is incorrect or wish to contest their date of birth must submit their representations to the General Administration Department within 21 days of the order’s issuance.
    • The final seniority list will reflect the category status of officers only if valid reserved category certificates are submitted within the same timeframe. Failure to do so will result in those officers being classified as Open Merit (OM).

    Conclusion

This tentative seniority list is important for the members of the Jammu and Kashmir Administrative Service, as it impacts their career progression and administrative roles within the government. Officers are encouraged to review their details and ensure compliance with the stipulated requirements for any necessary adjustments.
