J&K Govt Invites Applications From Medical Officers for Higher Studies
The Health and Medical Education Department of Jammu and Kashmir invites applications from in-service medical officers who are interested in pursuing higher study courses or applying for tenure posts. This initiative is in compliance with a judgment dated 30-07-2019 by the Hon’ble High Court in WP(C) No. 2553/2019, CM No. 4967/2019 (Dr. Abdul Roof & Ors. vs State & Ors).
The department has laid down clear guidelines in Government Orders No. 905-HME of 2019 (dated 17-10-2019), No. 479-JK(HME) of 2021 (dated 08-07-2021), and No. 18-HME of 2020 (dated 29-12-2020). These orders collectively establish a Departmental Committee to scrutinize applications for issuing No Objection Certificates (NOCs) to eligible in-service medical officers.
The composition of the committee is as follows:
- 1. Director Finance, Health and Medical Education Department – Chairman
- 2. Additional Secretary, Health and Medical Education Department (Dealing with Health Gazetted Section) – Member
- 3. Deputy Secretary/Under Secretary, Health and Medical Education Department (Dealing with Health Gazetted Section) – Member Secretary
- 4. Deputy Director (HQ), Director Health Services, Kashmir – Member
- 5. Deputy Director (HQ), Director Health Services, Jammu – Member
- 6. Personal Officer, Government Medical College, Srinagar – Member
- 7. Personal Officer, Government Medical College, Jammu – Member
Eligible candidates are required to submit formal applications in the prescribed format (Annexure-A). These applications are being invited to streamline the process of allowing in-service doctors to undergo higher education or secure tenure posts.
This initiative ensures adherence to policies and procedures established by the department while also complying with judicial directions.
