Overview of the PM Surya Ghar: Muft Bijli Yojana Committees

The Government of Jammu and Kashmir has established two key committees to oversee the implementation and management of the PM Surya Ghar: Muft Bijli Yojana. This initiative aims to provide free electricity to households in the Union Territory, enhancing access to renewable energy sources.

A. Union Territory Level Coordination Committee

Composition:

  • Chairperson: Chief Secretary, J&K
  • Members:
    • Administrative Secretary, Power Development Department
    • Administrative Secretary, Finance Department
    • Administrative Secretary, Science & Technology Department
    • Administrative Secretary, Industries & Commerce Department
    • Administrative Secretary, Rural Development & Panchayati Raj Department
    • Divisional Commissioner, Kashmir/Jammu
    • Managing Director, JPDCL/KPDCL
    • Director General/Director (Planning), PDD
    • Director General/Director (Finance), PDD
    • Chief Engineer, Distribution JPDCL/KPDCL

Terms of Reference:

  1. Regularly review progress under the scheme across all components.
  2. Facilitate necessary coordination between departments for effective implementation.
  3. Prepare an action plan to meet targets within specified timelines.
  4. Coordinate with the Ministry of New and Renewable Energy, Government of India, to enhance scheme implementation and penetration in the Union Territory.

The Project Implementation Agency for this scheme, JPDCL/KPDCL, will assist the Union Territory Level Coordination Committee (UTLC) in its efforts.

B. District-Level Committee(s)

Composition:

  • Chairperson: Deputy Commissioner (Ex-officio CEO of the District Development Council)
  • Members:
    • Additional District Development Commissioner
    • Superintending Engineer, JPDCL/KPDCL (O&M Circle concerned)
    • Chief Planning Officer
    • Lead District Manager
    • Two elected representatives from Urban Local Bodies/PRIs
    • Three non-official members (nominated by the Department of Science & Technology)
    • Executive Engineer, concerned JPDCL/KPDCL, Electric Division

Terms of Reference:

  1. Conduct regular reviews of progress under the scheme in a timely manner.
  2. Facilitate convergence of efforts between departments for effective implementation.
  3. Coordinate with the Ministry of New and Renewable Energy, Government of India, to suggest improvements for scheme implementation and penetration in the district.

The District-Level Committees (DLCs) are required to convene at least once every month, ensuring ongoing oversight and support for the PM Surya Ghar: Muft Bijli Yojana.

Conclusion

This structured approach through the formation of both Union Territory and District Level Committees is designed to ensure effective monitoring and management of the PM Surya Ghar: Muft Bijli Yojana, ultimately aiming to enhance the availability of free electricity to households in Jammu and Kashmir.
