Directorate of School Education Kashmir Approves Higher Pay Scale for Teachers

Srinagar, March 14, 2025 – The Directorate of School Education, Kashmir, has sanctioned the grant of In-Situ Promotion of Higher Standard Pay Scale to 12 teaching officials of the Kashmir Division. The promotion has been awarded as per the J&K Civil Services Higher Standard Pay Scale Scheme Rules, 1996, under Order No. 73-DSEK of 2025.

Key Conditions for Promotion:

  1. Verification of Service Records: The Chief Education Officer (CEO) or the Drawing and Disbursing Officer (DDO) must verify the original service records of each official before granting the promotion benefits.
  2. Required Service Duration: Employees must have completed 9, 18, or 27 years of service without any interruption.
  3. Good Conduct Requirement: Officials should not be under suspension or facing disciplinary charges, and their work and behavior must have been satisfactory.
  4. No Change in Designation or Seniority: The promotion does not alter the employee’s existing job title, designation, or seniority.
  5. No Previous Functional Promotion: Employees who have already received a functional promotion earlier will not be eligible for this benefit.
  6. Past Performance: The officials must have demonstrated satisfactory work performance over the past three years.
  7. Genuine Appointments: Before implementing the promotion, CEOs/DDOs must ensure that the promoted employees hold a valid substantive appointment.

Financial & Administrative Guidelines:

  • Regulated Monetary Benefits: The financial benefits associated with the promotion will be regulated under General Financial Rules-2017 (Rule-289-296).
  • Budget Constraints: The arrears for In-Situ Promotion will only be disbursed once additional funds are sanctioned in the 2024-25 budget.
  • Strict Action Against Misuse: Any deviation in the promotion process may lead to disciplinary action against the concerned DDO.

Additional Clarifications:

  • Unauthorized Promotions Invalid: If a DDO/CEO has granted In-Situ promotion at their level without approval, it will be deemed invalid.
  • Pending Verifications: In-Situ promotions will only be confirmed once proper verification is completed and recorded in the service books.
  • Legal and Criminal Checks: Officials with pending criminal or vigilance cases will not be eligible for the promotion.
  • Master’s Grade Pay Revision: Employees who were confirmed as Masters under Order No. 2468-DSEK of 2013 (Dated 31.12.2013) will have their pay revised retrospectively from March 30, 2013 before implementation.

This move is expected to boost the morale of teachers in Kashmir and ensure a fair and structured career progression in the education department.
