The Jammu and Kashmir government has announced plans to fill 7,253 vacant posts across various departments by the end of 2025. Chief Minister Omar Abdullah, while addressing the state assembly, shared that 11,526 positions have already been filled in the past two years.
At the start of the year, there were 32,474 vacancies in 38 government departments, including 2,503 gazetted posts, 19,214 non-gazetted posts, and 10,757 Class-IV posts. The government has referred 13,466 non-gazetted vacancies to the Jammu and Kashmir Services Selection Board (JKSSB), leading to 9,351 appointments. Similarly, 2,390 gazetted posts were sent to the Jammu and Kashmir Public Service Commission (JKPSC), resulting in 2,175 recruitments.
To accelerate the hiring process, the government has removed interviews for posts up to Pay Level 5 (Rs 29,200-92,300) since May 28, 2020. Additionally, on February 14, 2025, interviews for Level 6 posts, such as junior engineers and naib tehsildars, were also scrapped. Further posts under this category are being reviewed for a similar change.
New JKSSB recruitment rules, introduced in November 2022, now allow online computer-based tests and a single-exam system for multiple vacancies. The chief minister emphasized the need for JKPSC and JKSSB to complete recruitments efficiently.
Key vacancies under recruitment include 150 junior engineer (Civil) posts referred to JKSSB. Engineering posts will be sent once the cadre schedule is finalized. The recruitment process is also ongoing for 150 gazetted positions in higher education and 716 vacancies in health and medical education. Of the 840 referred vacancies, 476 have already been filled, while 364 are in the final selection stage.
A high-level committee, led by the chief secretary, is reviewing the regularization of casual, seasonal, and other temporary workers. To ensure smooth hiring, the government has extended the deadline for recruitment rule notifications by six months from November 2024. JKSSB’s responsibilities have also been expanded to include non-gazetted recruitment in public sector undertakings, government companies, and boards, making the process more effective.
